I have been living her 6 years and have plenty of experience. Yes sometimes the tenants do it for them, but if it’s not done, they are the ones liable for a fine. Which is why they can’t change a fee for it

that’s only the tourist and visa free. DTV is 6 month extension

regardless of the reason you left, your visa is reset

that’s a visa run. In other words you left the Thai border specifically to reset your visa. It doesn’t necessarily have to be to a neighbouring country. Ergo you have “come and gone “

It doesn’t get transferred. You just give both the old passport and the new passport at immigration on arrival

They’ve upgraded. No exit stamp is now needed and your exit will be recorded electronically so the next immigration person will see it

I just had to get a new passport as I ran out of pages.

When you are at immigration you just need to give them the old passport that is linked to the DTV as well as the new current passport.

You don’t need to apply again or transfer the DTV to the new passport
