Why do you want an METV? As a US citizen, you can enter without a visa, and if you want a longer stay you can apply for a retirement visa.

Not saying METVs don't have their uses, but it would help to know your situation.

Rules change rapidly. I just read a report yesterday that one of the schools has learned that they can no longer renew visas for their students— probably one of the cheaper schools, I would guess.

It depends on what country you want the notarization to be recognized in. Other countries do not recognize Thai notaries.
