Yes. To enter thailand you have to show the COE, and to get your COE, one of the paperwork required is the payment proof of your quarantine hotel

I entered thailand in january with a tourist visa... If you enter with TR visa that gives you 60 days and you can extend + 30 days. You can go and live where you want in Thailand :)

easy way to check if a flight is really running or not is to check on Flightradar24 app... you can see by your flight number if all the previous flights were cancelled or not for example
