Got it in April-May last year. Accidentally went through something called "Star Visa". They were absolutely great (sorted my tm30 woes for one highlight.) And didn't cost anything extra.

Never been a 3 year. Only change to the elite for 2021 is the 5 year plan increased to 600,000 baht.
