I can't tell you the exact letter of the law, to some degree it might be up to the individual police man. I can tell you this, by whipping out my Thai DL, it's saved me alot of headaches

Get a Thai license, I get pulled over regularly here in Thailand at checkpoints. Just yesterday the couple in front of me pulled out what was NOT a Thai license and I pulled out my Thai license. The police just laughed at told me to go enjoy, the other couple not so lucky$$$

What is a reasonable rate for hiring a lawyer for marriage paperwork in Thailand?

I want to say I paid close to that in 2010 to get my marriage finalized and CR-1 visa to the states and did a pre-nup on top of it, all in all close to 120 to 140,000 THB if I recall. Well worth every penny on the Pre-Nup

yes, all is correct , but how would you feel being stopped at a checkpoint 3 times in one week. I know it's SOP here, but this is ridiculous

just exactly how do you register a marriage in the USA? I was married in Thailand and later got my Thai wife a CR1 visa. I never recall registering the marriage in the US, only with the IRS. 3 years later she divorces me in San Francisco Superior Court, go figure
