not true, only needs to be in an account 2 months before an extension, it can be fully withdrawn and replaced 2 months before the next extension.

Thai is fine. Upload the bank statement with 500k by itself, sounds like the resolution is poor when combined with other documents. Highlight your name the amount and the account number

Manila seems to be fine with a final balance, BUT, they want to see a 3 month statement. So if you've had only 50 pesos for the last little while and they suddenly see a million, they might wonder what lottery numbers you played.

Why do visas need to be applied for at the embassy in the country you are visiting?

You apply where you are physically present except for Thailand. For many people already in Thailand they go to a nearby country and apply instead of heading all the way back home to Timbuktu.
