You're going to need an agent. The restrictions for opening a new account on dtv visa are difficult to meet. The last agent I talked to said owning a condo, property, married, and something else. I had an account before they started freezing and closing accounts and I had to bring in a lot of paperwork just to keep my account open ans unfreeze it. All the branches are different so using an agent that has already talked to many banks and branch locations might be able to consult you on what you need and let you know if you're qualified.

I got my thai drivers license while on a normal visitors visa. So you can definitely get one on a DTV. You need to have a valid driver's license from your home country. Some countries like China need to go through the whole school to get them. Act quickly though because they are changing the rules soon that everyone will have to go through the school allegedly..
I think it depends on the branch store you opened at because I had the name thing correct and they still froze my account. I went to withdraw and close the account and they told me I could keep it if I showed my lease, and a letter from my gym. I got those things and they unlocked my account.
