No, it's something from Immigration to certify your address for bank accounts, vehicle purchase etc. You are talking about a TM30 which notifies a foreigner staying.

They are not, it's a Touriist Visa

Yes, get a residence certificate from Immigration and ensure you a Thai registered in your name plus take your passport & driving licence (if you have one)
