Yes, I’ve had to do it for a US visa. The office you are looking for is at the police centre at Wireless Rd. There’s a building there where you’ll go to apply and they ask you for which country. They’ll take your fingerprints and you give them the required forms and and the fee - best to be in Thailand for this (will take 2-3 weeks to arrive at your Thai address.
