You are not a permanent resident.

The DTV is classified as a tourist visa. So you are still just a tourist.

But there is no actual insurance requirement, yet.

So we don't know how this will affect anyone until it's actually a thing.

Just look into the evisa-portal and start your application.

You can save your application and submit it later.

Just upload your proof of being in Laos, and submit your application and you can head off to the Embassy same day before noon to pay your application fee ( In Laos it has to be in person )

KindMango4098 There is no activation.

Its active and valid from the day you are approved.

Applying for it too far ahead of initial estimated arrival just risks the rejection of the visa application altogether.

Paul Green this is true though. There is no regular 30 day extension for a Non-O visa.

There is a 60 day one if you have Thai family you are visiting, and a year.

Jochen Recht I like how you hearted your own comment.

Good for you if you can avoid taxes legally.

I can't, so paying taxes in Thailand makes perfect sense to me.

Ant W Tailor I save around 170 000 baht a year by paying taxes in Thailand and gettig a refund on taxes paid in my home country.

Seems dumb to not do that...

More people should look into it, honestly.
