If you are staying in Chang Rai and the hotel has submitted a TM30 you could apply there

Yes, they are correct the first extension you get is 30 days. Now the covid scheme has been extended you will be able to apply for that when you have less than 30 days remaining on your stamp and get a further 60 days.

The covid extension scheme now runs until

Note, the first covid extension gives 60 days from when you apply.

The second adds 60 days to your stamp. There will be an optimum time to apply for your first stamp and still be able to get a second. Hope that makes sense

I don't currently have a non-imm visa, that's my next step a non-o retirement. All new to me.

I thought you could extend from your non-imm visa in country? Like the 90 day to 12 months and then again. What am I missing?
