I didn’t call it a scam. But let’s not pretend all the rules are clear or that taking money without providing the opportunity to address any discrepancies is a fair and reasonable process.
perhaps you haven’t considered that no explanation is usually given for rejection. Which means it can be rejected without justification or recourse and the money is kept. What would you call that?
