I think what you are getting offered is the new Business Visa option which came after volunteer visa were discontinued. You will get a work permit but it's still back-door so don't go around telling everyone and you should be fine. For such visa, I recommend contacting
It won't help OP because either his landlord has truly never had to file a TM30 (which means the nearest immigration doesn't ask for it) OR his landlord has something to hide so don't want to do it. Either way, better to call immigration first rather than confronting the landlord. I would personally never try to argue with landlord who is trying to dodge TM30.

Yes, but the law doesn't include extension, so why even bother wasting energy. There is no point in being stubborn if I'm OP. He should just call immigration and ask instead of arguing with his landlord.
Finally someone who understands the law. I've dealt with many immigration offices, and I think I've been asked for TM30 on an extension twice in 10 years.
