Can you open a bank account in Thailand with a DTV visa without a permanent address?

Nowadays almost impossible, i got mine last year on DTV. But main reason they agreed was that I used “pay medical bills” as reason. Bangkok Bank have/had(?) a clause for this.

And without condo lease or other, its even more difficult

Many are having their accounts closed now apparently. I’ve received no letter myself
