I couldn't do that either. Someone said I shouldn't use AIS and use wifi only. I did use the Google Voice app to try to make the call. Maybe something in the settings?

I tried opening a bank account at Bangkok Bank and got a hard no too. Visa agents can get around this, I guess bribes. They can also get you a drivers license

When I visited Thailand a few months ago, they never asked me about funds. Pretty much took photos and went through.
