that sounds risky to me when usual thai pass application must be done ten days before. It definitely needs clarifying.

It seems that unvaccinated can now enter with just a pcr test prior to travel. Just need to get an idea how this will work on the Thailand pass application. I presume you apply ten days before then choose this option and upload pcr three days before flying.
