Thai Consulate in Savannakhet very easy & no appointment required.

Is the Thai embassy in Laos operational, and how long does it take to get a tourist visa?

No appointment needed for the Savannakhet Consulate.

Apply in the morning and then pick up the next afternoon.

Not many people there 2 weeks ago...

Yes, but you still need a re-entry permit whether its several singles or a multi depending on how much you go in and out of Thailand on a Non-B visa.

And multiple as well... If you don't have a re-entry permit & leave Thailand, you won't be able to enter on the old Non-B visa and have to start all over again...
