Is it possible to sell a car in Bangkok using a residence certificate from another province

Not strictly visa related, but i know guys in here will be able to outline my options, if any;

I have a buyer for my car and we’ve planned the transfer within the next 2 weeks.

For some reason (?) as the seller it appears i need a cert of residence.

Earliest slot with the British embassy is early next month 🤯

Any option with immigration to get one sooner as a tourist?
