Who Owns a Cancelled Work Permit in Thailand, and What Should I Do If My Employer Withholds My Salary?

When a work permit is cancelled, who owns it? My previous job is withholding my salary unless I give them the expired work permit, which I cannot do because the school is in another city and we cannot travel between cities now.

This is what the department of Labour gave my employer after submitting wp3. Instead of an approval letter I need for my non-b visa requirements. Will this be enough to process my non-b visa in Savanaket, along with the company documents? Or I need the letter of approval from Labour? Thanks.
