the Vientiane Embassy appointment system - trying to reset a password - dont get an email with reset link - cant create a new account as well as same passport number - how to proceed - any leads ?

Good afternoon my friend is trying to register for Vientiane consulate booking online but when he went to register it went weird on him and didnt let him put in a password. Now it is saying his email or passport is already in use. I tried to reset his password for him but the reset password link asks me for email and passport I submit it and it says invalid account suggestions?

I just tried to log on the the Vientiane website to book an appointment. I created an account a couple months ago but have never booked an appointment. It says my account has been suspended. Has this happened to anyone else ?
