- Well, the fact that he references travel documents several times, it is possible that he is part of that 1% who is unable to get a passport and therefore allowed to use a travel document. However, only specific types of travel documents are accepted by the Thai government and you are required to apply for a visa in advance if using one (maybe why he is trying to get a tourist visa). This is why I was asking him which specific type of travel document he was trying to use.

There are technically a few types of travel documents that are allowed, such as a refugee identity card, but there are specific parameters on using it.
