I am looking at the same thing for my mother if it’s only for a few months I did read that they could get a non o which may be a little less painful , but for her I think quarantine will have to finish 1st when ever that might be

No you have to send off a copy of visa to get the COE. And the COEwill have your flight no on it and hotel booking
