Luckily it can be done at the same time, but do check, because each office will/could do things slightly different

Like everything to do with immigration law (worldwide) there is latitude for each office, consulate or embassy to do things their way. Whether the visa or CoE is processed first or second what does it matter?
wrong they dont issue visa until you get COE. I picked up COE at 10 in morning handed passport in and issued visa in about 15 minutes. They had already checked paperwork was ok for visa but dont issue until COE approved
both wrong then. It must depend on specific embassy as normal TIT different rules apply and the only way to be sure is to check your local embassy not facebook
