I once flew from NYC to Newcastle via Dublin. Absolutely no passport check anywhere. Extraordinary! It was 4am on arrival in Dublin.

 my Thai friends use their Thai license in America for example. Always. No international permit. Ever. AAA in America makes lots of money from these things from the untraveled ignorant. It’s a good racket of course.
