A visa is a permit to enter the country, meaning You have apply for visa outside the country. However with money anything is possible so contact a visa agent and tell him about Your situation and he maybe will offer You a solution if You pay for it.

You need a Permit to stay (TR 60 days enough) and a proof of Residence (rental contract enough) from Immigration.

I did it with TR visa, but I also needed a proof of Residence from Immigration which can be obtained if You have a rental contract.
