Do South Korean citizens applying for a DTV visa in Vientiane have to pay the 10,000 THB fee despite being exempt online?

I'm Korean and I apply online.

All countries show 0 won for the final payment. I think it's already processed in the system.

But if you go in person and make it at an embassy like Laos, you get paid. Who has that money? (I don't know. I love Thailand.)
