It does... if you get arrested (whatever the reason may be) and your 90 day report is overdue, your fine for that goes up from 2k to 5k. Okay... that's the official version...

I saw that one got the visa with one (1) appointment, others with 2 or three appointments within some month, but not in Hanoi. So... your schedule should be actually more than good. But... it's never wrong to ask the Embassy. Bad thing with evisa now... if they reject your application your money is gone... that is different if you apply in person.
It's a 10 year visa, 5 years for start plus one extension (5 years). Reporting is once per year, but you can use an agent or sent any person with a power of attorney.
For Elite-Visa... they must report every 90 days, but the package includes a concierge service. No need to take care by yourself...
