It's not just for the DTV they changed all fees this year dramatically.

They literally make the rules...that's totally normal. 10k is the official price from the ministry, the Embassy adds fees for their work and use their own exchange rate. Average wordwide is about 14,000 Baht, but look at NZ... they charge 2,000 $, that's about 41,000 Baht... ;-)
