Do I need to complete the TDAC form if I'm waiting for my DTV visa while still needing to provide flight details?

Yes...you can do it after you book your flights (not before 3 days you fly) and before you board the flight....and in fact after you get down in Thailand and before you go to immigration.....I hope that clarifies.

Digital arrival card can be registered online at anytime within 3 days before landing in Thailand.....at the immigration you need to show the digital arrival card....
