It's not about passport, but about requirements if you fulfil they will grant you visa

1) Yes, Employment contract is enough

2) last 3 months bank statement plus balance confirmation letter with closing balance equals to THB 0

3) No need of certified copies, just simple print is ok

4) It’s vary on application to application bases and embassy (like Canberra is bit faster) I got my DTV in only 1 day (mean I applied night time, morning time got request for some additional documents, provided within an hour of request after 4 hours got my DTV approved

Yes that's true, but I was just talking about rule that there's no special/specific rule which restrict any specific nationality to apply for DTV.

I have heard this type of case before many times from many applicants even some from US.

Yes, actually they were not willing to grant you DTV (in other hand DTV application was rejected), so they just given you a little bit favour to grant you tourist visa just because you paid them THB .

And this also indicating that there’s no centralised system because if the system is centralised then why they granted DTV to me if they’ve the restrictions on specific countries. Lastly, after we applied for DTV, and we received the receipt of payment, you can see clearly on the receipts that mentioned the address of specific embassy.
