Very common in Hua Hin especially when it is the first time you use the income letter.

Is a signed residence certificate required by immigration in Thailand for foreigners living with Thai spouses?

It says no rent is paid because this form is used for couples, for the Thai spouse to certify that she/he is living maritally with a foreigner, and the foreigner doesn't pay any rent.
