well, would have to wait until the new year to see what exactly will show for Laos, as like the other countries before, and such as Indonesia right now (23 November 2024), even the option to select Indonesia on the Thai E-Visa website will not be available until 26 November 2024....

In addition to this pop-up window that one has to affirmatively click on "Acknowledge" to go further on the Thai E-Visa website, if a Thai E-Visa applicant does not upload the required proof of current address/location (such as entry stamp into whichever country they are applying from), then the relevant Thai Embassy/Thai Consulate is going to request additional documents if that is not initially provided or not sufficient for them that a Thai E-Visa applicant is applying from whatever country they are located at....

Now, if any applicant wants to hire someone to fill in the various fields on the website and help organize and scan the required supporting documents, then they are freely able to do so....

On your planned return and expected entry into Thailand on 11 December 2024, you will most likely find that you would be stamped by Thai immigration for a stay until 10 March 2025, with 11 December 2024 counting as Day #1 and 10 March 2025 counting as Day #90

Has anyone observed any changes at the Payment section of the Thai E-Visa website that would accommodate a different form of payment (i.e. cash as per the Notices from Laos) besides using a credit card/debit card only? Or, would the system just skip the Payment section entirely if submitting an E-Visa application to Laos?

This is outside the scope of specific Thai Visa/Thai immigration advice, but pertains directly to obtaining a Non-O based on Embassy-certified Affidavit of Income:

In my opinion, you would take that « Déclaration de revenus (pour le visa/permis de séjour en Thaïlande) » that the French Embassy in Bangkok just certified and further do a legalisation of that Déclaration, which, of course, would complete the legalisation at Thailand MFA (Ministry of Foreign Affairs)....
