That's not how I understood Tod's answer. I think they just did not remove the VOA rules, and added these countries to the 60days exemption list. These exemptions could be temporary too.

but why would anyone on that list opt for a 15 day VOA (for a cost) vs a (free) 60 visa exemption?

Getting the initial visa from Malaysia is another option, I think. Check best flight options
