When Thai Embassy approved and issue the non o visa, it will also mentioned there the date within which you have to use this visa. Your 90 days counting start from the day you enter thailand

The requirements may be referred to immigration to immigration but in general they need those two documents you mentioned plus rent contract. I'm sure with this immigration will issue residence proof
