 but i recommend you to try with your hotel or some people there. Because people form laos usually go to thailand and they need baht

 vientiane is very close to the Nong Khai border of thailand. In the border you do not need to go out. There are people with thai bath there waiting

I did it by myself under tourist visa. Just go to bangkok bank. Find the branch that offers bank for tourist visa.

Bangkok bank. I was able to open under tourist visa. Some branches allows it. Before it was stated in their website..now they removed it and place "for tourist visa contact the branch.
