Anyone know where I can get a driving license in patong or bkk without going to the transport office, possibly a visa agent that can do it all for me at there office

At Phuket there is a new yellow / red card system started this year, and driving without the right drivers license or without helmet on motorbike, can mean your stay will finish abrubt with only 2 offences.
Furthermore the rental compagnies risk their vehicle seized if rented to someone without the proper license.
I doubt anything will happen in the absence of causing an accident or property damage. No license = just pay a fine and be on yr way, as usual.
However, motorcycle rental agencies are becoming stricter and thus you might not be able to rent a bike without a license. This probably only applies in Phuket and other tourist towns though. In less popular places such as Chiang Rai, it's business as usual...

There is specifically asked about Patong, so the Phuket rules apply.
What it some peoples mind is minor offences, as not having the right drivers license, and drive without helmet, those 2 offences together, can result in a red card and end the holiday abrupt so the tourist has to leave Thailand on first available flight at own expense.
If driving without the proper license, you will get the blame, and has to pay for damage for all parties involved, and no coverange from insurance.
I've live here long enough to know when I see a ten year old on a scooter with 2 or 3 of his or her mates on the back, they don't have a licence or tax or insurance.

Car drivers aren't the same. Your 10 year olds aren't driving cars nor do they represent the majority of motorcyclists.
I've seen enough crowds of Thais applying for driver licenses to know that they're probably licensed, but it doesn't mean they're good drivers. Some of them get their licenses by paying off the licensing officer.
The point is, possession of a license does not imply an ability to drive well, or even to drive at all, especially if you can just pay an official to pass, or they pass you anyway if you "nearly passed".
There are many good reasons not to be unlicensed and I think most Thais aren't so dumb as to avoid applying for one, except for poor rural dwellers who only own a scooter and never really go anywhere (ie they never leave their village or district).
yeah that's the problem where you are, police see you as an ATM, I live up north in Nan, police are great here, you never see them unless there's an accident. I've been told to slow down a couple of times with hand gestures, but that's it..
