It's added to your existing stay when you apply. It doesnt go under consideration

You can withdraw it immediately. You should already have had a visit from Immigration whilst your application was under consideration. If it's for the initial non imm O visa you'll need to leave it in the bank for 2 months in order to get the 1 year extention of stay

The OP CAN have 60 days but only 30 is required for the Thai Pass when entering visa exempt and insurance isnt required for the 30 days extention.
