TLDR : Answer Summary
After obtaining your marriage visa stamp, you can withdraw the 400,000 THB as soon as you receive the stamp, but it's recommended to keep it in your account until the application is fully approved and the 'under consideration' period is over, which is typically about three months. Immigration usually conducts a visit during this consideration period. However, experiences may vary; some have had no visits during multiple extensions.

You can withdraw it immediately. You should already have had a visit from Immigration whilst your application was under consideration. If it's for the initial non imm O visa you'll need to leave it in the bank for 2 months in order to get the 1 year extention of stay
They visit, if they actually do, during the 30 day under consideration stamp, not before, or after. As soon as you get your actual visa/extension stamp you can withdraw all the money if you want. Just make sure you put it back at least two months before you apply next year.
I would keep 400K until you get your approval stamp. That means 3 months. This year my application required additional documents from the bank during the approval process, which required me to show (again) that I had 400K in the bank.
I kept my 400K in an e-savings account which doesn't have a passbook, so I submitted stamped bank statements instead, along with a deposit slip to show the updated balance for that day. It was accepted by Chonburi immigration, but the Bangkok office wanted it to show on the bank statement, so I had to do it over again.
400k stays in for 2 months prior to applying AND for the 30 days under consideration period. As soon as they stamp you in for the year, you can do what you want with the money.
Regarding the visit, I've done 5 extensions and never had one.
with the 400K does it matter what kind of account it is in ? Can it be in a Managed Fund account or does it have to be in just a normal savings account earning zero interest ?
