When you move into a new condo you should make it clear to the owner that they will be dealing with immigration and they will have to do some paperwork so you must make it clear before you move into the condo or sign the contract for the condo, even show them the information on the thai immigration system

You can use the old one when you get back from your country but you have to show them both when you come back to Thailand

Then go to the immigration office to get the stamp in the old one put in the new passport

That's up to the immigration office you go to as some are not worried about the tm30,if you have been away from the condo for more than 24 hours in a hotel then you will have to get a new tm30 from your landlord

If you don't like it then you can appeal the decision you can find the details on the website for customs, unfortunately you will find that anything you buy outside of Thailand is likely very heavily taxes
