That is not what I said. I said, there is no such rule, unless it was published yesterday (and here it comes, reading comprehension) AND I did not read/notice it yet. OOPS. Seems you lack in the reading comprehension department.

B) obviously if you leave and come back: no questions asked. You have a valid visa.

There are several consulates, too. N.Y. comes to mind. He should contact them and check if one of them kiss easier to cope with ... hm, not sure, which Washington it is, lol. But Washington DC is the other side of the country.

There is no law regarding bank accounts ... you can have one on any visa or no visa at all. It is just rules made up by the mother bank or the bank branch.
