I don't see this working well since most short-term tourist don't get a Thai phone but just use wifi. Even a spouse would have to have their own Thai phone. The biggest source of cases in Thailand have come from Burmese migrant workers, legal and illegal, so you know all of them aren't going to have smart phones.

A lot of the tourist stuff isn't running because there are basically no tourist. You can get around to most of the islands but not everything is open. It's nice and quiet if you like that so of thing.
