I did. The fact that a person is in the country "illegally" might invalidate the insurance. Depends on the provider and terms though

Keep in mind, insurance might not work without a visa (if overstaying)

I never had any issue with my Non-B visa, though today I witnessed a group of people denied getting their tourist visa there. They seemed to be Chinese, and their documents were accepted yesterday, however, they did not get their visas today. From what I understand, the officer was asking them for a proof on onward flight out of Thailand, which they did not produce
