Are you sure you know what you're talking about and that you understood correctly? 200 THB is the minimum amount for card payments (unless something has changed recently), not an extra cost. Personally, I don't use the Wise card, but it seems pretty unlikely that such an amount would be charged for a card transaction - especially when using solutions like Wise.

I haven't used it myself, but if the only way to top up is through a foreign exchange booth, it doesn't seem very cost-effective in the long run. You still need foreign cash, and exchange rates at those places are typically unfavorable. It might make sense for short-term tourists in Thailand, but I don't think it's worth it for long-term residents. It also likely depends on how much you usually spend. While it's convenient that it supports QR payments, overall, I personally don't find it better than options like Revolut, etc.

Oh, yeah, it's perfectly fine to ban people for using intelligent sarcasm and encouraging others to use their brains to solve problems, but there's nothing wrong with writing primitive insults. There are many people living here and running illegal businesses, especially some Russians who provide taxi services, haircuts, beauty services, real estate assistance, tour guiding, etc. You just don't know about it and can't see it because it’s unofficial and mainly advertised through Telegram groups or other channels.

I have no sympathy for this at all. Too many foreigners here think they can do whatever they want without consequences. Let this be a warning to others who think they can keep cheating the system.
