Personally, I don't use the Wise card, but it seems pretty unlikely that such an amount would be charged for a card transaction - especially when using solutions like Wise.
I haven't used it myself, but if the only way to top up is through a foreign exchange booth, it doesn't seem very cost-effective in the long run. You still need foreign cash, and exchange rates at those places are typically unfavorable. It might make sense for short-term tourists in Thailand, but I don't think it's worth it for long-term residents. It also likely depends on how much you usually spend. While it's convenient that it supports QR payments, overall, I personally don't find it better than options like Revolut, etc.
