Is having a visa a guarantee for entry into Thailand, and how does it compare to visa-exempt entry?

I have a friend who comes from Singapore, comes every month sometimes multiple times a month for a mix of business and as a tourist (but always visa exempt). He just arrived a few days ago again, zero issues. (Because he's a real tourist, comes for like a week, then leaves)
