What does my friend's visa on arrival stamp for 60 days mean given that his country is listed for only 15 days VOA?

Because the entrance stamp is counted as Day 1 and the permission to stay is day 60.If you arrive in Thailand on any given day and get your passport stamped at 23.59and leave the next morning at 01.00 immigration classes it as 2 days.Thats how they work.

What do I need from Thai immigration to open a second bank account in Thailand?

I didn't.I opened one with K Bank they wanted to see if my visa had at least 3 months left on it.You need a Thai phone number as well and proof of registration,I went to AIS and they gave me proof and charged me 50bt.Basically take anything you have but i did not show anything from immigration except my visa.

In my experience B Bank takes a profit from the exchange rate,in 4 years I have never had a separate charge.
