Applying from Phu Quoc requires choosing the Royal Thai Embassy in Hanoi for visa purposes since it's part of Kien Giang province; the website shows where to apply when you select consulate general or Embassy

Is it possible to book a visa appointment in Laos currently?

Thai Visa system in Laos will change to Evisa system in January 2025. So currently they close the appointment for walk in.
