even know as visa exemption, it means you exempt from applying it prior arrival, you still apply for it at the check point, to enter,

So you are at the mercy of that officer that you see at the port of entry.

US. Counselor do offer 1 day emergency passport renewal.

your intentions can not be just open account, must be for long stay, 90+days in order to qualify.

Here's what worked for me: I went to immigration and asked for a letter of authorization to open a bank account. Thai banks require local statements and proof of funds. Bangkok Bank accepts this letter, but they may ask for insurance - only buy it if you don't have existing coverage.

if you already have long stay visa and place of resident, just go to the bank.
