You can change from for example a 60 days tourist visa to a 90 days Non-O at immigration,but you need a bank account to meet financial requirements. So, it's basically a catch 22 for this guy.

Then you have to try 4th floor in Central Festival,but it will probably not work,and you need a residence certificate from immigration,and to get that you need an official address.
