 And I repeat, there are ~85 immigration offices in Thailand. You're claiming you went to one of those and got a letter which is imo not an official procedure. What rules did your bank check out? Please tell.

 It's way easier (and faster) to go to Laos and apply for a 90 days Non-O. No need for a Thai bank account. Then return and open a bank account and deposit the money needed at immigration.
